I've only seen "100 Tears" in a slightly cut, but still pretty bloody German version.
I thought it was fun enough- and as I consider clowns to be generally creepy, it even had a few chills for me to offer. Yet you're right. The flick really doesn't take itself serious, which is actually the best move given its overall very "B-ish" nature.
