According to the BBFC guidelines, a PG film is unlikely to disturb or upset any children younger than eight and there probably are some scenes, particularly when Quint gets up close and personal with Bruce, which might be a little too much for a seven-year-old.
As you said, a 12A cinema certificate sounds about right because adults who are familiar with the film and know their children and how they are likely to respond to the content in Jaws will be able to decide whether to take them to see it or not, precisely what the certificate intense.
