Excellent pick-up, it certainly looks
legit. This might be the best option to see the film for the foreseeable future, I've heard Michael Mann is actively keeping the film out of circulation (supposedly his director's cut runs close to 180mins) but I'm not so sure if even Michael Mann would have the muscle to force Paramount to bury the film.
I love the UK VHS sleeve...
and this is the best cut from Tangerine Dream's soundtrack....
