As much as I understood, the sentance after you mentioned 'downside' was in relation.
I still fail to see any kind of issue. How does this impact you, or anyone not directly associated with these companies? Licenses of the aforementioned are as equally likely and unlikely as they were prior to this news, surely. I fail to see any kind of relation, so I really can't understand why people requesting these titles any more or less than they already were is a downside to anything.
