Perhaps not in effect but in practice, with gangsterism in a class by itself because it is a mixture of the two. Gangsters engage in things like racketeering, extortion, bootlegging, kidnapping, punishment beatings and even murder in the name of profit. As Michael Corleone said to justify the murder of a police captain: "it's strictly business."
