Perhaps yes. It's still too early and in the past i've thought second episodes to be not up to much -
The Beast Below, Dinosaurs on a Spaceship as two examples.
Controversially i'd have asked Mark Gatiss to run the show. His episodes have been hit and miss but he likes Gothic horror and is happy to write for old enemies as well. His story outlines would have been given by the show runner so in a way Moffat was as much to blame for the awful

It's not an easy thing to answer because i have no idea who might have wanted to do it. I guess Peter Jackson wasn't in contention.
