I agree with both of you and think the best part of
Inglourious Basterds is the first chapter. The rest of the film doesn't come close to the writing, technical execution, or outright tension of that opening sequence. Tarantino is obviously taking the title from the Castellari film with a similar name and the same sort of
Dirty Dozen 'men on a mission'-type film set during World War II.
