Never say never, but they'd obviously have released it years ago if it was actually available to them for licensing - it's hard to think of another title that's been more frequently requested.
As far as I'm aware, the UK rights are with StudioCanal, and I suspect a UK BD will most likely come from them directly. I'm not sure why they're taking forever, but they took something like six years to release
Masque of the Red Death after turning down Arrow's request to sublicense it as a Corman/Poe box-set exclusive - I assumed at the time that the refusal meant that it was imminent.
