You only pay import duty on goods worth more than £135. If you were to order goods over that value Amazon Germany charge an import duty fee, presumably to take care of the UK import duty charges. Amazon Germany charge VAT at the point of order.
I've ordered from Amazon Germany many times over the last three years or so without any problems.
