BluRay video can be encoded in a couple different formats and at different bitrates. BU is 4GB larger because it's encoded at a higher bitrate which is possible because of the fewer extras (Arrow has 3 hours of HD extras, BU has 1 hour of HD extras and 1/2 hour of SD extras).

Arrow has DTS-HD 7.1 and 5.1 tracks as well as Dolby Digital stereo and mono tracks (non-HD format) while BU has only the 7.1 track in DTS-HD while the 5.1 and mono tracks are in Dolby Digital (non-HD format).

Fewer extras allows for a higher bitrate, fewer audio tracks allows for a higher max bitrate and a higher average bitrate. I was expecting the BU to be significantly larger.
