I can't speak officially, but I would be very surprised if Arrow supplied HMV with substandard DVDs, things they know to be faulty. It appears, from what Almar has said, that the DVDs just needs a little tinkering (if I had to guess, I would say it's because there's a slight synchronisation problem) before they can be supplied to retailers. I'd leave your order as it is -- the worst that will happen is that it will be delayed by a week or two.
This is only me speculating and I'd be very interested to see what Almar has to say.
