I always remembered it from T.V as a kid, more of an Omen type film, some guy gets his head cut off with helicopter blades at one point.
Also seem to remember Kirk Douglas's arse makes an appearance at one point.

Seems I'm too late with this but...

It was released on dvd in the US (as Rain of Fire).
The Lionsgate dvd includes the European version.

Best dvd is the French dvd released by Studio Canal (as Holocaust 2000) though which is English friendly and also includes the European version but in it's OAR (2.35:1).
Beware that some players cannot remove the French subs though.

I'd wait on the Arrow release, b.

They are releasing the trilogy boxset in September (new scans) with stand-alone releases of the films undoubtedly to follow (most likely in early 2016). You'll be able to pick Hellbound up in an Arrow sale for around £8-£9 probably this time next year - if you can wait that long.
