From my understanding it has something to do with forced subs on the foreign language tracks? To stop importation or something. Swear I read something similar around when the first few Italian line releases came out

Is it safe to buy this in the high street or on-line now, i.e. no chance of getting incomplete version?

88 have said somewhere that as long as you buy a disc in a transparent red case, as opposed to a solid coloured red case, then the disc inside will be fine

Same here, I watched about half an hour in English then switched to Italian. The English dub was getting on m nerves, the strange looking guy sounded like Larry the Lamb!
