Answering his distress call, the Vogans mounted a rescue attempt, saving Rassilon from his captors. As a reward for providing his freedom, Rassilon promised the Vogans technology and knowledge far beyond their current level. On the journey back, Rassilon discussed Gallifreyan politics with them, with Jorus taking a particular interest in his seal. The political system on Voga later reflected that of the Time Lords, and the seal would later be used in the halls of the planet."

I mean. It's not like anyone would notice is it. It was 1976 after all. I doubt they anticipated they would be perused over on vhs, dvd and now Blu-ray by fans decades on, fans who pick up on every minute detail. Methods of viewing that were probably as much sci-fi as the Cybermen themselves at the time. |
